Official Development Assistance by sector
The OECD's Development Assistance Committee (DAC) is the main body responsible for the reporting of official development assistance by all main donors. Every year it collects, verifies and publishes yearly data on ODA. Moreover, it defines the activities that come under the scope of ODA, which covers over 340 sectors. The flows presented in the figure below have been aggregated into 26 main sectors.

The thematic priorities of French ODA are set out in detail in the programming Act on inclusive development and combating global inequalities enacted on 4 August 2021. In 2023, the Presidential Development Council and Interministerial Committee for International Cooperation and Development reaffirmed France's commitment to these thematic priorities.
The six thematic priorities are: health; education and vocational training; food security, nutrition and sustainable agriculture; water and sanitation; trade capacity building; and democratic, economic and financial governance.
The cross-cutting approach at the heart of the 2030 Agenda is essential to meet the challenges of preserving global public goods. It is important to take into consideration interconnections and adopt an integrated approach. The aim is to increase synergies in addressing issues linked to climate, biodiversity, the fight against poverty, gender equality, crises and fragility, and other global challenges. Four cross-cutting priorities were established in the 2021 Act: climate and the environment, gender equality, crises and vulnerabilities, and human rights.
